One of the early efforts to build a global community of action on sustainable production and consumption took place in Rio de Janiero at the 1992 Global Forum, which took place parallel to the Earth Summit. This action took place with the collective authoring of the Alternative Treaty on Consumption and Lifestyle. After identifying six principles and action clusters, participant called for "collaboration between grassroots, national and international movements and NGOs" and national networks to coordinate the plan and evaluate progress on sustainable consumption and production patterns.

At the same time, government representatives and delegates to the official Earth Summit, the UN Conference on Environment and Development (UNCED), were meeting in another part of Rio de Janiero, negotating the Agenda 21 chapter on "Changing consumption patterns."

The idea of creating a global civil society network committed to promoting sustainable production and consumption (SPAC) took formal shape in early 1999 at an international NGO conference, "From Consumer Society to Sustainable Society," in preparation for the 7th Session of the Commmission on Sustainable Development. Discussions about the need to monitor government and industry promises and commitments on changing unsustainable production and consumption patterns as well as other efforts towards sustainability led to the idea of a network of civil society organizations that would track and report on such activities, contributing to the review of progress called for at the 1992 Earth Summit in Agenda 21:

4.9 In the follow-up of the implementation of Agenda 21 the review of progress made in achieving sustainable consumption patterns should be given high priority.

4.12 While international review processes exist for examining economic, development and demographic factors, more attention needs to be paid to issues related to consumption and production patterns and sustainable lifestyles and environment.

4.13 In the follow-up of the implementation of Agenda 21, reviewing the role and impact of unsustainable production and consumption patterns and lifestyles and their relation to sustainable development should be given high priority.

4.26 In the review of the implementation of Agenda 21, an assessment of the progress achieved in developing these national policies and strategies should be given due consideration.

While NGOs and Major Groups engaged and interested in the discussions at CSD on sustainable production and consumption shared information and coordinated their activities through the NGO Caucus on Sustainable Production and Consumption (SPAC Caucus), there was no global network outside that annual process to provide the kind of exchange and collaboration that was needed. In 2001 a number of SPAC Caucus members agreed to form a broader and more coherente independent network in order to coordinate activities and information. Thus the International Coalition on Sustainable Production and Consumption (ICSPAC) was born, just in time to join the preparations for the 2002 World Summit on Sustainable Development.
